A, B, and partly C and D. if you'd given an E and F, probably those would apply as well. :)

halo is an action game and it's important for the pacing and mood that the player isn't forced to control the behavior of friendly troops in a way that would require additional UI and break the immersion. cortana is hooked into the marines' radio network and will order them to hang back, retreat, move up or flee as appropriate, based on the player's actions (e.g. whether you try sniping or just charge in, which of multiple attack routes you use).

they will also respond to their situation and the enemy's forces - falling back to a series of defensive positions as more of their friends get killed, charging forward once the player takes out defensive emplacements, that sort of thing. this is typically accomplished through scripting, but the extremely fluid nature of combat in halo means that it's quite rare that you will see the same thing happen twice.

of course there's a lot of situations where the marines will simply move about to act as fire support for you, but you can make them get in and out of vehicles by finding one and driving up to them with an empty seat or leaping out of the vehicle and moving off on foot. occasionally there will be opportunities for the marines to salvage covenant vehicles as well.

but the main reason is just because it's not that kind of game. anywhere that you'd like to tell the marines to move up or fall back, it's more effective to lay down the lead on your foes than it would be to fumble with buttons on the controller and issue orders. I'm pretty sure you'll agree once you play the game.
