I think the Ark could have seven spires instead of six because seven is more perfect, one stage higher than the Halos. And what if the Halo- like structure inside the earth took a very familiar shape?
Take a look at the Marathon logo! If the outer circle is the earth, the inner circle is the Halo-like weapon you suggest is buried inside the Earth. New Mombasa might either be on top of the long shaft-like entrance at the bottom, or at the top, where separation between the ark and the surface is the least. Someone suggested that HighCom in sydney may be the Ark, due to its similarity with Castle Base on Reach(built atop a forerunner structure). HighCom might merely be another entrance, another way into the Ark within reach of us humans.
