The artifact size is still under debate (to me), but I had a thought...then a hunch...then had to break out the measuring tools and images and see if it held up. My way out theory: What if there is a Halo-like structure inside the Earth? IM not suggesting habitable land on the inner side of the ring, justa Halo weapon like structure either constructed inside the Earth, or possibly the Earth was constructed around the ring. If such an artifact ran roughly around the equator, and the ring had a sufficient diameter to be near enough the surface to be exposed (the Halo at 10,000km won't do as it'd be 1,300km undergound), then couldn't such a structure look like what we see in the H3 Teaser? The major flaw is the design is on the outer ring of Halo there are 6 spires, not as many as the Artifact on Earth has. Again, way out there, but interesting.
