3D Chief Figure or Painting?

I'm sure this is way "OLD!" but neither Shishka nor I had seen it before: http://www.atrarts.com/photos.htm (scroll halfway down to get these:) http://www.atrarts.com/images/MCnew.jpg http://www.atrarts.com/images/MCB.jpg It looks like a painting made to look like a mini-fig, but maybe that's just the way he paints his figures in addition to the compression of the image. I've never seen these things painted with the lighting already applied. Doesn't that defeat the purpose of them being 3d figures that can be lit by real light? Strange. I'd love to see more images of it, to figure out exactly what he did. Either way, it's pretty neat. Seems like decent detail if it's only 3" tall. I like colors in the faceplate.
