I think it's plausible-- either as a justification for going there for other reasons of his own, or as an honest belief that Earth plays a special part in the process.

Sort of like activating a Halo is like unlocking the door, but going to Earth is stepping through it.

In this scenario the "ark" would be the door, I suppose.

My own theory has long been that Truth knows that the Halo will kill all life, that the Ark is at Earth, that the Ark is safe from Halo's effects (hence humanity survived the blast 100,000 years ago and the title "reclaimer" symbolizes that survival). In this view, the alliance between the Prophets and the Elites was always a farce, designed to protect the Prophets from a destructive war with the Elites that they could not win until such time as they could find a weapon of last resort-- the Halo system-- to safeguard themselves.

Truth allowing Tartarus and the Brutes to suborn the Elites is just a signal that the Elites have outlived their usefulness-- that the Prophets are discarding them, defeating them, now that the "covenant" has achieved its real goal.

Basically, I believe this because I don't think the story can come to a dramatically, morally and logically satisfying conclusion otherwise.

If Truth really does believe his own "great journey" nonsense, and is killed before he can complete his plan, then in a way this is not satisfying. Truth did not represent evil, in this case, merely ignorance, and killing him in his ignorance is morally unsatisfying.

If Truth is convinced that he was wrong, then it seems logical he would recant and possibly surrender. This is dramatically unsatisfying.

I think the only conclusion that serves all ends is for Truth not to be ignorant, but to still persists in his intentions-- which justifies the use of lethal force against him.
