I'm sure in TF by W. Deitz, the Elite commander of the ship is talking to one of the lesser profits. In a previous post (see link), Anton states that the profits almost resemble the Ministries in 1984 by Orwell.

Maybe that's the case with the level of Prophets you get (if that makes sense). For example, in 1984, you had the Inner Party and the Outer Party. The inner party being the more priveliged (they could turn their telescreens off) and the Outer Party being members of the party but not really having the same priveliges as the Inner Party. The Outer Party were also greater in numbers. Forgive the term, but the Inner Party were kind of elitist.

You could also say that the lesser covenant can be mirrored with the Proles. Forced to do the will of The Party, no questions asked.

Seeing as this is a thread about Prophets, I also noted that the Prophets robes were deep red, similar to the robes used by the curch during the Spanish inquisition, were no-beleivers were branded heretics.
