I'm guessing it's more of a side effect than a design choice? Like perhaps they already had a glass material type defined, which included those "shatter" reactions, and they used it here because they already had it. But maybe programming it to be fully destructible and disappear after being damaged would have been more effort than was deemed worthwhile for whatever reason, so they just... didn't.
