They'd have to find a manufacturer first. And that manufacturer would have to sink a *lot* of money into engineering a design and fine-tuning it so it works right out of the box.

Ian McCollum has a video on a very similar issue: Why do we see so few reproduction firearms, when they have a proven design and a ready market?
