It's just the nature of games these days.

I can agree with you in terms of completeness insofar as Halo 4 and Halo 5 suffered from not having stuff at launch, and so by the time six months or a year down the line they were much stronger the player base just wasn't there (or with stuff like custom content, it was really difficult to share).

However graphics aren't the gameplay and social experience. That the game will look much better in certain circumstances with a raytracing patch (that won't really affect my playing the game on my Xbox) isn't really that important to me. It's not great for them selling more Series X consoles at launch, but these days I don't think Microsoft really cares.
