Frankly the reason he seems to have been brought to Halo 5 (the fireteam aspect) ultimately didn't pan out well, and I can imagine they were going to keep it in this game given the Chief focus. Dunno what the behind-the-scenes deal was/is, but I don't necessarily think it bodes more poorly for Infinite than 4's departure did.
