I'm not sure about the upgrade system. Feels too arcade-style, and I like how the first weapons you get in a Halo game are still relevant by the time the last level rolls around.
I can see it working for the first half of a game before you become a Spartan (presumably a Spartan III) when the character is training to become a soldier. Like, the first level could be an obstacle course (Teaching movement to the player) and a shooting range where the character first picks up a rifle. And to emphasize the difficulty of aiming a rifle for the first time, the player has to line up the front and rear sights of the rifle with the left and right joystick. After that comes land navigation where the HUD compass, utility items, and teammates are introduced. Then comes tactical training (Basic weapons, shooting, ect) and armor training (SPI 'shields', using stealth to evade the trainers).
After the midpoint of the game, the level design is closer to the traditional Halo game, and the upgrades are no longer sequential. You get mission-specific kit, and some of your stats improve with each level, because more power assist or more armor plating gets added to the SPI armor.
