Just because the Falcon is again a flying Warthog in terms of being a deathtrap, with the added weakness of being visible most places since it's aerial. While the Falcon could be in the hands of good players a serious threat the fact that you could really only bring one side to bear on a target means that it mostly plays support to heavier aerial threats, which have only increased with the Phaeton and Wasp in Halo 5, so I think you'd either need to armor it up more, give it additional weaponry, or some sort of evasive maneuvers.
