Update: I got some info from the person who alerted me, and the situation is, speedrunners do indeed utilize checkpoint delaying. As for that jumping at the start of 343 GS, he suggests "Probably jumping for fun" - and mentioned a run where the same runner only jumps as needed. So, I guess that's all cleared up.
