Solution: don't be so picky and only care about games from over 10 years ago

they should've either just had Halo 1 and 2, or not released it on Halo 2's anniversary but anywhere from a few months to several years later
I'd love to see it properly fixed but I doubt it's feasible due to the sheer amount and complexity of code; it would be a lot easier to just do it over, and I'm sure in another 7-12 years or so they will do it over
adding more code to matchmaking, especially code to restrict things rather than keep them open, will probably not help matters

additional code and other options will likely be moot anyway because of the popularity of Halo 3, it's voted for so much more often than the others that it's a major reason the active playlists are actually active
if you match just the Halo 2 players together (which would more easily and logically be done with a Halo 2 playlist), it'll be a ghost town because most players are not Halo 2 babies

matchmaking gets the attention but to many people the campaign and custom game issues are very important, especially given the angle of holding LAN parties or replicating the feel of them
some campaign missions have graphical or progression issues, custom games tend to fail with too many people, some options are missing, Halo 3 is greatly hampered by the inability to place gametype-specific objects in Forge, and people generally don't want to recreate Halo 3 and 4 maps they already made (let alone maps someone else made)
