No, my 360 is the Halo 3 SE, and I've never felt like burning those 20GB of HDD space for a Halo 3 install. :)
It definitely seems to be just how the game runs. It'll do it even if I walk away from the console with it running unpaused in-game for 20 minutes and come back. Sometimes it just has some screen tearing at the top of the screen mixed with single-frame drops. It's as if they have an adaptive v-sync system that allows drops if the tearing gets below the top ~10% of the screen, and sometimes the game just can't quite keep up.
