I certainly think that's been the slow goal, starting with baby steps like Waypoint on 360.
Unfortunately, due to the borked MCC launch, I think that it won't be the platform going forward, because it was clearly hell to duct tape that together and get it usable, let alone consistently bug-free.
But with Halo 5 onward, it's their code and their platform. I've always been most interested in campaign installments, so deepening the pool of maps and game modes with each entry rather than starting over (and keeping all that custom content) seems to have pretty big advantages.
