Frankie's argument is pretty much an ex post facto rationale for Cortana's appearance, although it looks like they used the status quo shift to armor up Cortana and thus it's moot.

I did get annoyed that she didn't do the barest amount of research to find out that there are both "naked" male-identified AIs (Sloan) and clothed women (Serina) without even dipping into the EU.
