well on Sunday it was Hyokin and I throwing stuff down without regard for cohesion, and IamOnlyInhuman placed a thing or two too; there wasn't much or any theme; probably better to start over

how about some general guidelines:
- keep the weapons and vehicles appropriate to the map
- keep the starting ammo and spawn timers reasonable
- don't place more than a few teleporters
- don't go crazy with mancannons
- don't make the map too big, because most groups have trouble getting a full party
- try to keep the theme (whatever theme we pick) but don't be afraid to mix it up a bit
(alternatively to the last one, you could have setups that make mismatches look good)
as for ideas, I'm usually not the person to ask, although I can come up with things given a template or suggestion or some restriction
