Clarification on acquiring REQ pack from finals

I've had looked around but I cannot get a clear idea as to how to get the REQ pack thats being given out at the HCS Finals this weekend.Some say to on Twitch and watch the finals on Sunday and some say to watch it through your XBO on the live events viewer.

So I would like to know what are the full details on acquiring the REQ pack from HCS this weekend?

I hope theirs some alternate means then using your XBO, mine is currently in for repairs. :\
