Possible, but I don't think they ever really had to look at the mission scripts for H1A or MCC for H1. I think more likely they both realized killing all the specop elites was really hard, but it was easier for them to just track the death of all Elites for H1A. I am not totally sure what they were doing to add achievements into it.
