In theory, sure, but if people don't want to get closer they'll just get frustrated. Besides that makes it horn in on the territory of the automatics.

It really doesn't because you're talking about cutting its power by two thirds at range. That makes it borderline useless at range outside of certain campaign sections and SWAT and maybe Breakout. It would make other weapons more relevant-- those weapons being all the headshot weapons and all of the mid-range weapons. It's a drop in the bucket, and by itself it's a pretty sour drop.

That's side-stepping the issue. The light rifle in Halo 4 came closer than anything else to being what you want the biggest response it got was "that's kind of neat I guess". Even the people that want this really badly would get over it in a few months if not a few weeks if it actually appeared.

They should be there because they're fun and cool and I want them. If they're designed well, everyone that plays multiplayer should want them.

Well here's something for you: I don't want that dual-fire BR in campaign either. I like it being the multi-purpose workhorse it is and working at full power at mid-to-long range.
