That is definitely true. I feel like they did combat that a bit with placement. In Silent Cartographer, three pairs are placed indoors, in very confined spaces. I can't recall that happening quite as much in the other Halo games. It's been years since I've played through them, so I can't be sure of that, but it seems that way from memory.
