An underwater variant is really needed. Normal armour would drag you to the bottom and the pressure would collapse your lungs. They need an armour with buoyancy control and either liquid breathing set or high pressure air supply. It would also be highly G force resistant and could be used to quickly deorbit a Spartan and hide them is a large body of water.
