Has 343i addressed the Theater issues?

Specifically, the fact that only like 1/10 Custom Games end up with a saved film (and 0% of Forge games do)?

Seems like a pretty significant problem, and I can't find any mention of it from 343 (just multiple threads on Waypoint).

Also, have they said anything about the terrible syncing on the clips that do get saved?
