Actually, with the stats I assign the frag grenade, its damage to players is the same as it was in Reach. In Campaign it would still inflict enough damage that even on Legendary it can instantly kill most weak enemies. Only a Grunt Ultra or Jackal Skirmisher would be tough enough to survive a frag grenade, though even then they'd have such little health left that a single AR round would finish them off. And really, about the only time I used frag grenades in Campaign is to clear out tightly-packed groups of Grunts & Jackals. For bigger targets like Elites & Brutes I tried sticking them with plasmas; also, with the damage modifiers I assign the plasma grenade, a single one would enough to pop the shields and injure most Elites even without sticking them.
