: process, in a post-war reconstruction of the UNSC's force strength? Are we
: likely to see that process in future media?

With the advancements in augmentation from the SIIs to what the IVs go through, it's not hard to imagine this technology/capabilities falling into some shady corporate hands. Heck, it's possible Ilsa Zane or other IV defectors have allowed their own bodies for such research.
