I think it might be a function of the medium. Comic books still have a broadly pulpy, more bombastic tone to them (and I think an understandable criticism of Brian Reed is he brings that style to the games as well, with some poor results.) and I don't think 343 is able or particularly wants to try and hammer out an agreement to micromanage every aspect of the development.

There's also the lag time involved in scripting and releasing issues and their slow rate of release, which makes them more prone to be affected by a story shift or status quo change. As you say, shorter stories contained in a single form avoid some of these pitfalls.
