Because if 10 out of the 15 maps are Forge maps, then what kind of free DLC is that? Anyone can make a map in Forge. We just can't do it yet because they haven't released it. Just because it's free, doesn't make it acceptable. They promised free DLC maps, not free Forge maps that they brought in community members (Without paying them) to come and make.
