For all Cortana insists about how her version of the Mantle is totally different from the Forerunners', she's shown no difference aside from "it's AIs in charge now, therefore totally different." And we haven't seen any example yet that she's actually good at managing peace. Her credentials are just "I'm an AI, therefore smarter than everyone."
