I am also a TWC customer in the Pacific NW and I was having the same problem. Arena was rough and co-op and warzone were unplayable. I tried port forwarding and changing dns servers on my router and xbox, but I was still having the same troubles. Then I disabled UPnP in my router and I haven't had any problems since. I don't know if it was the UPnP disabling that fixed it, or a combination of all three that fixed it, but I've played both warzone and co-op since then and they ran smoothly.
