I'm going to hazard a guess that Halo 5's story got a significant redefinition of scope at some point, given that we went from the Reclaimer Trilogy to the Reclaimer Saga, when they announced Halo 5 it was just 'Halo on Xbox One', and then we ended up with the Guardians appended on the end. The revision in all likelihood wasn't anything like Destiny's "toss it all and start over", but as the art book states Poncho Chief seems more like a starting point and thematic element rather than something that was intended to be a core part of the game.
