Yes.

It was extremely common in sixth-gen, when 60fps was a fairly popular target and split-screen was still very popular.

These days it's not as common, although there are definitely still examples. Call of Duty is now supporting split-screen campaign, for instance.

Frequently, games that support split-screen have significant performance penalties with it enabled. For instance, Mario Kart 8 supports split-screen, but if you go from 2p to 4p it engages a 30fps cap.
