A question about the Hellcat

So I was looking through the descriptions for the new Halo 5 armors like the good little lore nut I am, and I got caught up on a specific set of armor. It's called the Hellcat armor and here is its description copied straight from Halo Waypoint.

"Built of knowledge stolen from enigmatic ruins on a dead world and materials stripped from the vault of a shattered starship, the HELLCAT is both utterly alien and strangely familiar." and the helmet, "Tests with Spartan-II veterans show near-perfect synchronization with HELLCAT armor, but compatible Spartan-IV operators require an acclimatization period and tweaks to their augmentation maintenance before deployment."

So the question I'm asking is, what is with this pretty freaky description and is this perhaps a reference to something. Thoughts, answers, a call down from the God of Lore, Grim. Tell me what you know and think guys.
