I think they're all considered hitmarkers but I'm not sure.

Yeah it makes me very annoyed and I really want there to be an option to turn them off because I only want them for multiplayer.

Hmm I'll have to pay closer attention next time I play to bullet impact flashes because for some reason I feel like I don't see them that much especially with promethean weapons, but that could just be me being a filthy casual who doesn't notice because I've been conditioned to just look for hitmarkers.
