Well, you could look at it as a technological improvement - you used to die right away :P
Now the suit is able to retain life support for 20ish seconds, enough time to grant another spartan the ability to boost the suit out of its suspended state giving it enough juice to fix and combat the damage rather than it just giving out entirely.

Creepy...
