I've never heard of this one specifically, but this wouldn't be the first instance of ONI looking into bioweapons. Somewhere in the kilo-5 trilogy they're developing mutant crops to poison the Sangheili if necessary; not quite the same thing I know, but similar intent.

I'm not certain what their intended target was though; obviously it's deadly to humans, but there are dead Jackals in tubes in the lab.
