Story questions. Probable spoilers.

Just beat chapter 3. Got some Qs. Apologies if I sound like a 6 year old who missed stuff.

1. How come there are forerunners everywhere now?
2. How did Blue team get back together?
3. Why did Halsey call the UNSC to save her? Didn't she want revenge?
4. How come everyone seems to know stuff, like what the domain is? One of the Spartans on Locke's team knew the elite language. Did enough time pass that this new information from the Kilo 5 trilogy has become common knowledge? I guess that could explain it.
