That's absolutely true. I thought the story was very good (other than the ending), on par with ODST and Reach. They still haven't reached the level of Halo 2's multi-layered narrative - Guardians essentially tells one narrative from two perspectives, whereas Halo 2 told two completely separate narratives that converged at the end - but they did a damn good job nonetheless.
