Well they touched on it in an interview discussing the black eye they got for MCC. Now it's entirely possible they could be outsourcing even though they intimated that they're not. However I know the only thing I found broken about Halo 4 were design issues, playlist splintering, and a lack of Invasion... They appear to be addressing those with Halo 5 so I'm fairly confident.

With the amount of cooks involved in MCC, I'm surprised it wasn't more of a mess. I'm surprised they try to pull it off.
