I think his background with Star Wars Republic Commando is a good indication of where 343 Industries might have wanted to go with Halo 5. The game from the ground up seems built entirely to accommodate a four-person Spartan team, AI or Human-controlled, and so does the narrative. With the absence of Cortana from the Chief's life I think the next best thing for him was to reunite with his siblings.
