Blue team is a pretty big deal. 343 even had a great opportunity to introduce them in Spartan Ops: When Halsey dresses down Lasky for not telling her that John was alive, she could have mentioned that Fred, Linda, and Kelly were also alive. For EU fans, it would have been a nice callout. For non-EU fans, it would have given them their first hint that there are other Spartans out there.

As it is, there is no reveal that there are other Spartans. They are just retconned into the universe.
