I'm assuming you mean Jul 'Mdama's Covenant here. For clarification, there was never any "Storm faction." That was a misunderstood (and admittedly not super clear at the time of H4) function of the "Storm" terminology. The term is more accurately linked to the equipment and typical role of those using it, which honestly isn't really a new thing within the Covenant, even if it's only been visualized more recently.
