Those are thruster jets which are a part of the spartan armor now. They let the spartans do all of their new 'spartan abilities' like the changing direction suddenly, ground pound, wall smashing and such. They're standard on the armor and take a short time to recharge after use. I'm not a big fan of the jump to third person either, but it doesn't do that when you're just using it as a quick change of direction like it does for the wall smash and ground pound for instance.
