I view this change the same way I view invisible barriers hedging in maps and quicktime events replacing actual gameplay: Someone at the dev studio is terrified that gamers will play the game the wrong way.

Maybe there's a story reason. Maybe in creating dozens of bespoke armor sets for every conceivable situation, the UNSC couldn't afford to keep them modular and interchangeable. But the "Huge" variety and the promise of hundreds of new REQ packs makes me afraid that we'll get something like fifty armor sets with all the visual flare of Halo 4.
