Exactly. I'd argue that playing zero-death through the series on Heroic or Legendary might drive home the effectiveness of the Covenant military lore-wise, but with the gaming medium, practicality and fun need to take center stage. You needn't gut your story or lore to do so, though.
I didn't even mind the subtle rebalancing of weapon effectiveness as the series progressed; I understood that having an unstoppable military juggernaut as the antagonists can make it hard to write a way out.
