: How can you quantify something as OP when the game isn't even out yet?

If they didn't have that ability to figure out, especially with lots of testing, esp testing from pro players, then they'd never be able to design a game. Just like with the grenade launcher, it's a weapon that most likely needs to be figured out.

A lot of people didn't figure how good the Hydra was until the developers showed how to use it properly.
