Finer unit control would definitely increase the viability of the game for strategy players, as well as make encounters more fun. I'm not sure you can get there without substantially reworking the core (very successful) control scheme though, and voice commands will just be another exercise in frustration (and now that Kinect is unbundled, comes with its own issues.) I don't think they put enough thought into the implications of their wish list.
With that said, the final point, the idea of branching or exclusionary upgrades, is an interesting one. StarCraft II made a big point in the campaign of making you choose what special upgrades you wanted; do you want a bunker that has an auto-turret, or a bunker that is tougher and can hold more units? An anti-infantry unit or an anti-vehicle?
In Halo Wars basically that just extended to Leader Power + Special unit, but that could be deepened.
