My lack of understanding there was about the money. They would demonstrably make money on map packs, and I think it's safe to assume it would be significantly more than what they would make by co-op not being free, whether it's local or not.
Come to think of it, what about LAN co-op? Is that doable? At least with that the lag would negligible and it would make sense to have all the players near each other.
