Well, I'm not very keen on having ONI infiltrated, but I very much believe it is not monolithic at all. I.e., I believe there are internal secrets and disagreements ALL over it. So much that it is entirely possible the part responsible for HtT is not entirely on par with the SPARTAN project and/or is looking for spilling the beans.
