From my understanding:

1) Russia has a low install base of consoles versus EU/USA, so it's a good place to grow the franchise in Russia. PC gaming, especially free-to-play, is very popular in Russia.

2) This game could release on a larger scale, and Russia is a good testing grounds to get the kinks out.

3) This game could remain Russian exclusive. I bet the exclusiveness depends on how well it tests in Russia, and how bad we want it (demand). 343 is a business, so if we really want it, and it doesn't dilute the franchise, then we'll probably eventually get it.
